Tommy B. Strowd, P.E.
Tommy Strowd, P.E. was appointed as Executive Director of the Lake Worth Drainage District in March 2019. Strowd joined the District in April 2014 and served as the Director of Operations & Maintenance. He has more than 45 years of experience in civil, environmental and water resource engineering in the public and private sectors. Prior to joining the District, Strowd served as the Assistant Executive Director of Operations, Maintenance & Construction for the South Florida Water Management District. He has a Bachelor of Science degree in Oceanographic Technology from Florida Institute of Technology and is a professional engineer registered in the State of Florida since 1983.
Reagan Walker
Reagan Walker was appointed Assistant Executive Director in April 2019. Ms. Walker joined the District in January 2014 and served as the Director of Administrative Services. She has over 25 years of experience in the public and private sector and previously worked at South Florida Water Management District in a variety of roles including Division Director of Regulatory Support and Bureau Chief of Governing Board & Executive Services. Ms. Walker has a Bachelor of Science in Organizational Management from Palm Beach Atlantic University.
Karen Hoyt, CPA
Karen Hoyt is responsible for the agency’s financial and accounting operations including budget development, payroll administration, asset management, monthly financial reporting, annual audit coordination, and general ledger activities. She also serves as the District’s board-appointed Treasurer. Ms. Hoyt has more than 25 years of experience in governmental accounting. Prior to joining the District in January 2008, Ms. Hoyt was an Audit Manager at Rachlin Cohen & Holtz CPA. Ms. Hoyt has a Bachelor of Business Administration in Accounting from Florida State University and is a certified public accountant.
Anthony Las Casas, P.E.
Anthony (Tony) Las Casas, P.E. was appointed Director of Operations & Maintenance in April 2019. Mr. Las Casas first joined LWDD in October 2014 as the Assistant Director of Facilities & Maintenance. He has over 30 years of experience in Florida working in both the public and private sectors, with extensive knowledge in water management including the design, construction, and maintenance of these facilities. Mr. LasCasas has a Bachelor of Science degree in Civil and Environmental Engineering from the University of Wisconsin and is a Professional Engineer registered in the State of Florida.
Brian Tilles, P.E.
Brian Tilles, P.E. was appointed as the Director of Right-of-Way Regulation in November 2020. Mr. Tilles initially joined LWDD in February 2017 as the Right-of-way Compliance Manager. Mr. Tilles held positions of progressively increasing responsibility in the fields of civil engineering and water resources in the public and private sectors over the past thirty-one (31) years with an additional six (6) years in the construction industry. Prior to joining LWDD, Mr. Tilles was employed at the South Florida Water Management District where he held engineering, supervisory, management and director positions in regulation and water resources. Mr. Tilles holds a Bachelor of Science degree in Ocean Engineering from Florida Atlantic University and is a licensed Professional Engineer registered in the State of Florida.
