Executive Director

Robert M. Brown was appointed Executive Director of the Lake Worth Drainage District in February 2013. Mr. Brown has more than 30 years of experience in water resources, environmental regulation and project management. Prior to joining the District, he served at the South Florida Water Management District in various management roles, including Regional Service Center Director, Water Resource Regulation Director and, most recently, Assistant Executive Director. Mr. Brown has a Bachelor of Science in Environmental Resource Management and Planning and a Master of Science in Biology, both from the University of West Florida.

District Engineer, Director of Operations & Maintenance

Tommy Strowd oversees the water control operations, permitting and canal maintenance activities for the District’s water management system. Mr. Strowd has more than 35 years of experience in civil, environmental and water resource engineering in the public and private sectors. Prior to joining the District in April 2014, Mr. Strowd most recently served as the Assistant Executive Director of Operations, Maintenance & Construction for the South Florida Water Management District. Mr. Strowd has a Bachelor of Science in Oceanographic Technology from Florida Institute of Technology and is a professional engineer registered in the State of Florida since 1983.

Director of Administrative Services

Reagan Walker joined the District in January 2014 and oversees the agency’s administrative support functions including human resources, information technology, public outreach, records management and governing board services. Ms. Walker has nearly 20 years of experience in the public and private sector, and previously worked at South Florida Water Management District in a variety of roles including Division Director of Regulatory Support and Bureau Chief of Governing Board & Executive Services. Ms. Walker has a Bachelor of Science in Organizational Management from Palm Beach Atlantic University.

Director of Finance, District Treasurer

Karen Hoyt is responsible for the agency’s financial and accounting operations including budget development, payroll administration, asset management, monthly financial reporting, annual audit coordination, and general ledger activities. She also serves as the District’s board-appointed Treasurer. Ms. Hoyt has more than 25 years of experience in governmental accounting. Prior to joining the District in January 2008, Ms. Hoyt was an Audit Manager at Rachlin Cohen & Holtz CPA. Ms. Hoyt has a Bachelor of Business Administration in Accounting from Florida State University and is a certified public accountant.
